According to the revised tobacco monopoly law in 2015, tobacco monopoly commodities refer to cigarettes, cigars, cut tobacco, etc. Electronic cigarettes are not included.

People who make e-cigarettes say that e-cigarettes are substitutes for traditional cigarettes and help to quit smoking. But in fact, there is no data to prove the impact of its popularity on the reduction of the number of smokers. Moreover, due to the existence of nicotine, most e-cigarettes are also addictive.
