Although the government's proposal was approved by the cabinet in May of this year, it was not until September 29th that the parliament passed it with a Socialist vote, while opposition lawmakers voted against it and 14 ruling party lawmakers abstained. The proposal still requires a final unanimous vote.
This bill amends the 2007 Tobacco Act to equate heated tobacco with traditional tobacco, while also prohibiting the sale of various types of cigarettes in places where smoking is already prohibited, such as gas stations, cafes, or restaurants. Convenient grocery stores will become the only exception, allowing them to continue selling tobacco products.
Due to the ongoing legislative process in Congress, it is expected that the ban on the sale of flavored heated tobacco will not take effect until 2024, despite the bill's deadline of October 23, 2023.
In addition, according to current laws, Portugal has banned the sale of traditional cigarettes of various flavors. On May 20, 2020, Portugal banned the sale of traditional mint tobacco products due to the conversion of community directives.
