Ukraine to Levy Consumption Tax on Disposable Vape Effective from 2026

According to Ukrainian media reports, the Dnipropetrovsk Regional Branch of the Ukrainian Taxation Bureau has issued a reminder that disposable Vape products will soon need to pay consumption tax.
Ukrainian President Vladimir Zelensky recently signed Act No. 8287, imposing an electronic consumption tax on e-cigarettes and other tobacco products (including e-cigarette oil) starting from January 1, 2026.
In July of this year, Ukraine stated that a ban on electronic cigarettes (ENDS) of other flavors, except tobacco flavors, would be implemented and would take effect on July 11th.
In addition, starting from January 11, 2024, Ukraine will require text and image warnings to be combined within 65% of the area on both sides of the packaging. The fine for violation is 30000 Ukrainian hryvnas (812 US dollars), and the fine for each subsequent violation is 50000 Ukrainian hryvnas.
