The Poor Implementation Of The Russian E-cigarette Law And A 90% Violation Rate Have Raised Concerns From The State Duma

Alem Metlev, Chairman of the Russian State Duma Youth Policy Committee, publicly pointed out that the law prohibiting the sale of e-cigarettes to minors has not been effective in practical implementation and has resulted in a large number of illegal phenomena.
According to the Russian news agency Interfax Russia on November 29th, Alem Metlev, Chairman of the Youth Policy Committee of the Russian State Duma, publicly stated that the law prohibiting the sale of electronic cigarettes to minors has been ineffective in practical implementation and has resulted in a large number of violations.
He emphasized that after conducting 275000 inspections, it was found that 90% of the cases involved illegal activities, such as publicly selling e-cigarettes, selling them near schools, and selling them to teenagers.
Metlev made the above statement based on data from the Russian Consumer Rights Protection Agency and suggested that a nationwide legal compliance monitoring be conducted by the Youth Council and the "Unified Russia" Youth Guard one month later.
At the same time, President of the State Duma, Viacheslav Volokin, stated that it is correct to involve all youth organizations from various factions in parliament in this work.
Yaroslav Nilov, Chairman of the State Duma Labor Commission, wrote on his Telegram channel on Wednesday that the Russian government has extended the deadline for providing opinions on the draft comprehensive ban on e-cigarettes.
"The day before, I received an appeal from the Ministry of Health (collecting opinions from relevant departments), requesting a one month extension of the deadline for submitting a draft conclusion to the government," Nilov pointed out. In this regard, he hopes to draw positive conclusions and submit the bill to the National Duma.
