Portuguese government plans to raise consumption tax on electronic cigarette oil

The Portuguese government recently stated that it hopes to raise the consumption tax on electronic cigarette oil by 2024, increasing the consumption tax on nicotine electronic cigarette oil by 4% to 0.351 euros per milliliter, and imposing a consumption tax of 0.175 euros per milliliter on electronic cigarette oil that does not contain nicotine.
According to relevant sources, Portugal's consumption tax on e-cigarettes is the highest in the European Union. Increasing the consumption tax on e-cigarettes in this way will prevent some low-income and middle-income groups from choosing e-cigarette products, leading to some e-cigarette consumers returning to smoking.
